Charlie (Shi Tzu)

Charlie was left tied up in the yard when his owner moved away. He had been badly neglected even before that. His fur was so badly matted that it all stayed in one big clump when he was clipped. He was also severely underweight. Charlie found a new home with a nice couple that met him at one of our adoption days.
