Who we Are


Animal Care Council (ACC) is a non-profit organization based in the Southern Tier of New York. We are dedicated to animal rescue, spay/neuter, and the sheltering of homeless pets. ACC is run by volunteers and receives no government funding.

ACC began in 1978 as a spay/neuter organization. Because there were so many requests for us to help homeless animals, we broadened our focus to include animal rescue and sheltering. In 1999, we were able to open our own adoption center, a cat shelter on Washington Avenue in Endicott. We now also have an auxiliary shelter/sanctuary in Johnson City. We adopt out an average of 30-40 cats and kittens each month.

Our adoption center in Endicott is home to our spay/neuter clinic, which is where we provide low cost spays and neuters. We believe that the spaying/neutering of pets is a way to end the overpopulation problem and help ensure that fewer pets are left homeless. In an effort to encourage people to alter their pets, our services are open to everyone, regardless of income. ACC also offers financial assistance for unusual cases. Adopting a cat or kitten

We always have many wonderful cats available for adoption in our two mostly cage-free shelters. All of our cats and kittens have received the appropriate vaccinations and have been tested for feline leukemia and FIV (feline HIV). They've also been wormed and, if necessary, treated for fleas and ear mites. All adults, as well as some of our older kittens, have been spayed or neutered. Many of our adoptable felines can be seen at our adoption center on Washington Avenue in Endicott.

Our Johnson City auxiliary shelter/sanctuary has a mix of cats. This shelter houses highly adoptable cats, as well as some of our "less adoptable" wary, semi-feral, and special-needs cats. The sanctuary has also become home to several healthy feline leukemia- and FIV-positive cats.

Where are the dogs?

ACC's Dog Adoption Program is currently very small and is in need of foster homes. Please call 607-786-7729 if you feel you might be able to help us.


Visit our Endicott shelter

Our cats-only adoption center is located at 131 Washington Ave. in Endicott, New York. From Route 17, take exit 67 North. Follow the signs to Endicott/Route 26 North/17C West. Turn right at the first traffic light onto Washington Ave. (Wendy's is at the corner of this intersection). ACC's shelter is in the second block on the right hand side, next to Satico's and across from the DMV.

Hours are:
Tuesdays, Wednesdays and Thursdays: Noon to 6 PM
Fridays: Noon to 5 PM
Saturdays: Noon to 4 PM
